 Frank Mabiriizi is a holder of: a Ph.D. (in Development Planning & Management – Germany); an MSc. (in Human Resource Management & Business Administration – United Kingdom (UK)); a Postgraduate Diploma (in Regional Development Planning & Management – Germany); an MSc. (in Development Planning & Management – Ghana/Germany); and a Bachelor of Social Work & Social Administration (B.SWSA) - Upper Second Class, Honors (Makerere University, Uganda).
He is currently serving his nation and the Government of Uganda as the Chairman of the Board & Management Committee (BMC) of the Presidential Initiative on Banana Industrial Development (PIBID). He is also a practicing Senior Consultant & Researcher, as well as an Entrepreneur/Investor in various areas, including farming.
Between 2003 and 2007, he served as the pioneer Deputy Chairman; and subsequently, as Chairman of the Executive Full-time Board of the National Planning Authority (NPA). His core duties and responsibilities at the NPA involved, inter alia, provision of overall policy guidance and strategic direction to the NPA Secretariat. The duties and responsibilities also included provision of hands on guidance; direct oversight and supervision at the highest level, to all the technical work and outputs of the Authority in, inter alia, the areas of: situational & institutional analysis; National visioning; policy analysis & development; strategy analysis & development; perspective, strategic & medium-term planning; implementation tracking; as well as Monitoring & Evaluation. He was also responsible for, inter alia, submitting and articulating the technical outputs of the Authority to the Executive and Parliament of the Republic of Uganda, among other stakeholders.
Prior to his appointment at the NPA and PIBID, he had executed numerous consultancy assignments for various local and international institutions in various management and development-related projects (which he continues to do).
He especially served (and continues to serve) as: a Strategic Planning, Program/Project Planning & Management, Development Planning, as well as Monitoring & Evaluation (M&E) Consultant; a Socio-economic Analyst; and a Community/Social Development Specialist. He also served (and continues to serve) as a Consultant in: Human Resource Management/Development; Industrial Relations; Organisational Development (OD); Executive Facilitation & Training/Development; as well as Institutional Analysis/Design/Management. He further served as: a University Lecturer/Trainer/Facilitator; a Researcher/Research Methodologist; as well as a Member of a number of Boards and technical Committees/Taskforces.
